Appended to the agenda is a schedule of requests for virements. Table 1 sets out virement requests for approval by Cabinet. Table 2 sets out virements approved under delegated authority by the strategic director.

 

RECOMMENDATION: To approve the virements set out in table 1 of the paper attached to the agenda.

Fit for the future - appointment of consultants for stage 2 pdf icon PDF 115 KB

To consider report 49/11 of the strategic director. 

Minutes:

Cabinet considered report 49/11 of the strategic director on a proposal to continue the Fit for the Future programme for a further two years to complete the work across all services and appoint consultants to undertake the work following the tender process.

 

Cabinet agreed the recommendations to appoint supplier B, which had submitted the most economically advantageous tender for the joint work with South Oxfordshire and Vale of White Horse district councils.  The contract would allow the programme to be completed within two years and result in significant future efficiency savings for the councils. 

 

RESOLVED: to

 

(1) recommend Council to approve a supplementary estimate for

£186,500 for half the value of the Fit for the Future two-year programme;

 

(2) appoint supplier B to a joint contract for South Oxfordshire and Vale of White Horse district councils for the Fit for the Future programme for a two year period with an option to extend for a further two years should it be desired, to be taken by the strategic director in consultation with the relevant Cabinet member, subject to Vale of White Horse Council approving the supplementary estimate and South Oxfordshire Council approving a virement from the contingency budget.

 

(3) authorise the strategic director with responsibility for Fit for the Future to finalise terms and conditions and enter into a contract with supplier B.

To consider report 50/11 of the head of finance. 

Minutes:

 

Council considered report 50/11 of the head of finance on the council tax base for 2012/13.

 

In response to a question Cabinet was advised that whilst the number of properties within a parish could remain static the tax base could increase or decrease depending on the number of single person and other claimable discounts.

 

Officers will circulate worked examples of how the council tax base is worked out for parishes prior to the December Council meeting.

 

 

RESOLVED: to recommend Council to agree:

 

(1) that in accordance with the Local Authorities (Calculation of Tax Base)

Regulations 1992, as amended, the amount calculated by Vale of White Horse District Council as its council tax base for the year 2012/13 is 49,075.5;

 

(2) that in accordance with the Local Authorities (Calculation of Tax Base)

Regulations 1992, as amended, the amount calculated by Vale of White Horse District Council as the council tax base for the year 2012/13 for each parish be the amount shown against the name of that parish in appendix one of the report of the head of finance to Cabinet on 9 December 2011.
