Climate Emergency Advisory Committee – 7 September 2020 Power purchase agreement
The Climate Emergency Advisory Committee discussed a report on power purchase agreements. The report suggested that officers should join discussions with other Oxfordshire councils and commercial partners to identify the feasibility of entering into a power purchase agreement. The committee made the following recommendation.

Power purchase agreement
The Climate Emergency Advisory Committee discussed a report on power purchase agreements. The report suggested that officers should join discussions with other Oxfordshire councils and commercial partners to identify the feasibility of entering into a power purchase agreement. The committee made the following recommendation.
Recommendation: to Cabinet that officers join discussions with other Oxfordshire councils, larger parish councils, town councils and commercial partners to identify the feasibility of entering into a Power Purchase Agreement.
RESOLVED: to defer consideration of the recommendation from the Climate Emergency Advisory Committee at its meeting on 7 September 2020, that officers join discussions with other Oxfordshire councils, larger parish councils, town councils and commercial partners, to identify the feasibility of entering into a power purchase agreement. Cabinet requested a reporting officer to attend a future meeting of the Cabinet, in order to consider the recommendation thoroughly.

Local Plan Statement of Community Involvement PDF 137 KB To consider the head of planning’s report. Additional documents:
Minutes: The Cabinet member for corporate services and transformation, Councillor Debby Hallett, introduced the Statement of Community Involvement (SCI). The SCI has been consulted on and updated to reflect feedback. There are updates made relating to Covid-19 (page 91 on Cabinet report). It was requested that Cabinet authorise the head of planning, in consultation with the Cabinet member for corporate services and transformation, to make any minor changes, typographical corrections or non-material amendments to the Statement of Community Involvement prior to adoption. The report was commended for being reflective of reaching out to people, and the continual review process.
RESOLVED: to
(a) adopt the Statement of Community Involvement, as set out in Appendix 1 of the head of planning’s report to Cabinet on 25 September 2020; and
(b) authorise the head of planning, in consultation with the Cabinet member for corporate services and transformation, to make any minor changes, typographical corrections or non-material amendments to the Statement of Community Involvement prior to publication. |

Great Coxwell Neighbourhood Plan PDF 89 KB To consider the head of planning’s report. Additional documents:
Minutes: The Cabinet Member for corporate services and transformation, Councillor Debby Hallett, introduced the Great Coxwell Neighbourhood Plan. Working with the Parish, non-material changes have been made. The Parish has agreed to make minor changes and the Parish submitted a revised plan. Cabinet was asked to authorise the head of planning, in consultation with the Cabinet member for corporate services and transformation, and in agreement with the Qualifying Body, to make non-material changes, such as the correction of any spelling, grammatical, typographical or factual errors together with any improvements from a presentational perspective. Cabinet congratulated all those involved for their work on the revised Great Coxwell Neighbourhood Plan.
RECOMMENDED to Council on 7 October 2020: to (a) make the revised Great Coxwell Neighbourhood Development Plan, as set out in Appendix 2 of the head of planning’s report to Cabinet on 25 September 2020, so that it becomes part of the council’s development plan; and typographical or factual errors together with any improvements from a presentational perspective.

Minutes: The Cabinet member for finance and corporate assets, Councillor Andrew Crawford, introduced the treasury outturn report for 2019-20. The treasury outturn has been reviewed by the Joint Audit and Governance Committee, and it was satisfied.
RECOMMENDED to Council on 7 October 2020: to (a) approve the treasury management outturn report for 2019/20; and (b) approve the actual 2019/20 prudential indicators within the report.
