The Licensing and Community Safety Manager introduced the report. The committee was asked to consider the outcome of the consultation following the review of the Joint Statement of Licensing Policy and adopt the officer’s recommendations outlined in the report. The council had a statutory duty to review the policy every five years. While the new proposed policy had no significant changes, there were minor amendments which aligned the policy with current guidance. In addition, the format had been amended to separate the different application types to assist applicants when reading the policy. A public consultation was conducted from 23 November to 17 December 2020.  Responsible authorities, district councillors, local town and parish councils and relevant trade organisations were all included in the consultation process. While only a small number of responses were received, they were incorporated into the draft policy.

 

Councillors unanimously agreed that the amendments made were positive and that changes to the format of the policy would be a particular benefit for applicants with regards to ease of access. Members also expressed gratitude to officers for the work that had been put into the policy.

 

A motion moved and seconded to support the officer’s recommendations was declared carried on being put to the vote.

 

RESOLVED: to recommend to Council to:

 

(i)          authorise the Head of Housing and Environment to make minor editorial changes to the Joint Statement of Licensing Policy, and

(ii)         adopt the proposed Joint Statement of Licensing Policy with effect from 12 February 2021.
