Declarations of Interest To receive any declarations of Personal or Personal and Prejudicial Interests in respect of items on the agenda for this meeting.
Any Member with a personal interest or a personal and prejudicial interest in accordance with the provisions of the Code of Conduct, in any matter to be considered at a meeting, must declare the existence and nature of that interest as soon as the interest becomes apparent in accordance with the provisions of the Code.
When a Member declares a personal and prejudicial interest he shall also state if he has a dispensation from the Standards Committee entitling him/her to speak, or speak and vote on the matter concerned.
Where any Member has declared a personal and prejudicial interest he shall withdraw from the room while the matter is under consideration unless
(a) his/her disability to speak, or speak and vote on the matter has been removed by a dispensation granted by the Standards Committee, or
(b) members of the public are allowed to make representations, give evidence or answer questions about the matter by statutory right or otherwise. If that is the case, the Member can also attend the meeting for that purpose. However, the Member must immediately leave the room once he/she has finished; or when the meeting decides he/she has finished whichever is the earlier and in any event the Member must leave the room for the duration of the debate on the item in which he/she has a personal and prejudicial interest. Appointments to Advisory Groups and Joint Bodies 2009/10 A Booklet entitled Membership of Meetings and Representatives on Outside Bodies to be circulated at the meeting refers.
Recommendations
(a) that all previous meetings shall now cease to operate forthwith;
(b) that Members, Substitutes, Chairs and Vice-Chairs (as indicated) be appointed to the following meetings for the 2009/10 Municipal Year with the Terms of Reference as set out in the ‘Membership of Meetings and Representatives on Outside Bodies Booklet’ circulated at the meeting:

Old Gaol Advisory Group Reservoir Advisory Group Strategic and Local Planning Advisory Group Minutes: The Executive was asked to consider the appointment of Members, Substitute Members, Chairs and Vice-Chairs (as appropriate) to a number of meetings, details of which were presented in the 'Membership of Meetings and Representatives on Outside Bodies Booklet 2009/10' which was circulated at the meeting.
RESOLVED
(a) that all previous meetings shall now cease to operate forthwith;

Appointments to Executive Outside Bodies 2009/10 A Booklet entitled Membership of Meetings and Representatives on Outside Bodies to be circulated at the meeting refers.
Earlier in the year enquiries were made regarding each of the outside bodies and in particular the value of continuing to make appointments to them. A meeting was held in April 2009 with the Leader of the Council and a representative of the Opposition Leader to discuss the information gathered and to consider whether the Council should continue to make appointments. The Leader concluded that the following bodies should no longer be appointed to and these have been removed from the Membership of Meetings and Representatives on Outside Bodies Booklet:-

(a) that all the previous appointments to Executive Outside Bodies, with the exception of those appointments with fixed terms of office shown in shaded text, do now cease; and
(b) that representatives be appointed on Executive Outside Bodies for the 2009/10 Municipal Year as indicated in the Membership of Meetings and Representatives on Outside Bodies Booklet circulated at the meeting.
