To approve the minutes of the meeting held on 14 September 2023.

Members of the public may submit an address or question in writing to the Scrutiny Panel, where full notice of the question or address is given to the secretariat no later than 17:00 on Wednesday 15 November. Questions and addresses submitted should be no longer than one side of A4 paper in Arial 12 font. The address or question will be circulated to the Panel and public speakers will be invited to speak at the virtual meeting. Written submissions may also be read out by the Chair or Democratic Services Officer where requested or if the person making the request for public speaking is not able to attend the meeting. A response may be given at the meeting or a written answer supplied. Questions and notice of addresses must be submitted to futureoxfordshirepartnership@southandvale.gov.uk

To receive a briefing on Oxfordshire County Council’s Vison Zero policy for the elimination of deaths and serious injuries from road traffic collision in Oxfordshire by 2050.

To receive feedback on the work of the Planning Advisory Group from its Chair, Councillor Andy Graham and its Senior Responsible Officer, Giles Hughes. Notes of the two meetings of the advisory group to date are attached later in the agenda pack.

To consider a report to the Partnership which seeks endorsement for a proposed Work Programme for the Future Oxfordshire Partnership, details the process by which projects were selected and might subsequently be prioritised, and where able offers an indication of timeline and resource requirements. Finally, it also offers recommendations as to which projects should be included in the Programme.

To note the annual update on the Future Oxfordshire Partnership’s work to deliver the nine outcomes of the Oxfordshire Strategic Vision for Sustainable Development approved by the Partnership in March 2021 and subsequently approved by each of the Oxfordshire councils.

To present the draft final Visitor Economy Vision and Destination Management Plan (DMP) and for the Future Oxfordshire Partnership to endorse the proposed future governance arrangements for DMP activity within the Partnership.

To consider a report to the Future Oxfordshire Partnership which recommends the Partnership’s endorsement of an updated Community Employment Plans Evidence Paper 2023

To consider a report to the Future Oxfordshire Partnership setting out the Quarter 2, 2023/24 progress report for the Oxfordshire Housing and Growth Deal. 

To consider a report to the Future Oxfordshire Partnership on the steps taken to operationalise the actions agreed for inclusion in the first delivery phase of the Oxfordshire Net Zero Route Map and Action Plan:

•           Scale up delivery of building retrofit

•           Addressing the retrofit skills gap

•           Develop a local area energy planning approach

•           Accelerate roll out of electric vehicle charging infrastructure

•           Explore innovative funding options

•           Identify opportunities to enhance carbon sequestration

To consider the Oxfordshire Inclusive Economy Partnership (OIEP) Annual Report, which is presented to the Future Oxfordshire Partnership to give an overview of OIEP and highlights progress so far. 

To receive the summary draft notes from the Infrastructure Advisory Group held on 4 September 2023

To receive the summary draft notes from meetings of the Housing Advisory Group held on 12 September 2023.

To receive the summary notes from the meeting of the Planning Advisory Group 2050 held on 21 July 2023 and the draft notes 15 September 2023.

To consider the Future Oxfordshire Partnership’s response to the recommendations from the Scrutiny Panel meeting held on 14 September 2023.
