RESOLVED: to adopt the minutes of the Cabinet meetings held on 5 and 11 April 2013 and agree that the chairman signs them.

To receive any declarations of disclosable pecuniary interests in respect of items on the agenda for this meeting.

Statements, petitions, and questions relating to matters affecting the Cabinet

Any statements, petitions, and questions from the public under standing order 32 will be made or presented at the meeting.

Dr Les Clyne had submitted a question to Cabinet as follows:

 

‘In what calendar year does the Vale council expect Persimmon Homes and Taylor Wimpey to start the actual building of the Grove airfield development, which was first approved in principle over 10 years ago?’ 

 

Dr Clyne asked for a written response within ten working days of the meeting; the leader agreed to respond within ten working days.

To consider the report of the head of economy, leisure, and property.

Cabinet considered the report of the head of economy, leisure, and property.  This sought Cabinet’s approval to adopt the leisure and sports facilities study to provide the council with a list of leisure and sports facility priorities for which the council could seek contributions from housing developers.  In drafting the study report, the officers had taken into account feedback from a public consultation and from the Scrutiny Committee.  The Cabinet member for leisure, Councillor Elaine Ware, reported that a Scrutiny Committee member had submitted further comments, to which she would to respond. 

 

Cabinet welcomed the study and noted that there would be a further piece of work to assess leisure needs in rural areas, looking at how to meet these needs through facilities not within the council’s ownership.  The review of playing pitch provision would also feed into this study.  Cabinet also welcomed Scrutiny Committee’s comments and requested the officers to develop a strategy and report on the need for additional resources needed. 

 

RESOLVED: to

 

(a)               adopt the leisure and sports facilities study 2013-2029 (formerly referred to as the leisure facilities strategy) subject to amendments outlined in paragraph 14 of the officer’s report; and

 

(b)               authorise the head of economy, leisure and property, in consultation with the Cabinet member for leisure, to make any minor amendments to the study prior to its publication; and

 

(c)               request the officers to scope out a leisure and sports facilities strategy and report to Cabinet on the scope and any need for resources to complete this work.

Longworth Neighbourhood Plan Area designation pdf icon PDF 541 KB

To consider the head of planning’s report.

Cabinet considered the head of planning’s report seeking approval to designate Longworth Parish as the neighbourhood plan area for the production of the Longworth Neighbourhood Plan.  Further to the report, the Cabinet member reported that Oxfordshire County Council had responded to the consultation stating that it had an interest in property in Longworth and wished to be included in any subsequent discussion over the form and content of the plan.  The council would encourage the parish council to consult the county council and neighbouring Hinton Waldrist Parish Council on the plan. 

 

Cabinet supported the proposal. 

 

RESOLVED: to designate the parish of Longworth (as shown on the plan in appendix 1 to the officer’s report) as the neighbourhood plan area under Section 61G of the Town and Country Planning Act 1990.

The chairman to move that in accordance with Section 100A(4) of the Local Government Act 1972, the public, including the press, be excluded from the remainder of the meeting to prevent the disclosure to them of exempt information, as defined in Section 100(I) and Part 1 of Schedule 12A, as amended, to the Act when the following items are considered:

Tilsley Park

To consider the report of the head of economy, leisure and property. 

Minutes:

Cabinet considered a report on the future management of Tilsley Park and agreed to continue negotiations with a third party to continue the facility’s operation.
