CAPITAL GRANT SCHEME

 

Blewbury Parish Council – Resurfacing Tickers Folly Field car park

 

Chris Lakeland, chairman of Blewbury Parish Council, spoke to the committee in support of this application and was available for questions.

 

The organisation could contribute £1000 towards the refurbishment.  Of the organisation’s latest bank balance of £108,315, £75000 of this is reserved for refurbishments and £7500 is earmarked for other purposes.  £16000 is required for salaries.

 

The speaker was questioned by the committee on the urgency of the resurfacing and the state of the car park.  The car park has been used excessively for a variety of purposes, such as by bikers and walkers for the Downs, which has led to damage and wear.  The dividers have become more and more exposed which could damage vehicles.

 

A motion to adopt the officers score and recommended award amount was proposed and seconded for approval and put to the vote.

 

RESOLVED: To award 50% of the total cost (the full amount requested) capped to £1000 from the Capital Grants scheme fund.

 

 

CAPITAL GRANT AND NEW HOMES BONUS SCHEMES

 

Milton Parochial Parish Church Council – Creation of a servery, toilet and flexible community space

 

There is no village hall in Milton currently, which limits the village’s ability to hold community events.

 

It was recommended that funding should come from the New Homes Bonus scheme as they would get slightly more from that scheme.

 

Joy Browning was available for questions.

 

Additional funding plans were outlined.  This included from the Parish Council, other sources of grant from landfill and fundraising within the community. 

 

A motion to adopt the officers score and recommended award amount was proposed and seconded for approval and put to the vote.

 

RESOLVED: To award 6.95% of the total cost (the full amount requested) capped to £20,000 from the New Homes Bonus fund.  Nothing awarded from the Capital Grants fund in line with the officer’s recommendation.

 

 

NEW HOMES BONUS GRANTS SCHEME

 

Grove RFC – Replacement coaches kit

 

The Chairman of Grove Rugby Club, Chris McCarthy, stood down from the committee and spoke in support of this application.

 

Revised cost of £4,000 for the project from the initial £3,500 indicated.

 

The speaker was questioned by the committee.

 

The committee increased the percentage of Wantage area’s total additional homes score from one point to two.

 

The committee increased the new facilities score from one point to two.

 

The committee increased the Funding the project score from one point to three.

 

With a final score of 10 points the project now scored as a high priority and could receive the full amount requested.

 

RESOLVED: To award 50% of the total cost (the full amount requested) capped to £1,750 from the New Homes Bonus fund.

 

 

Community First Oxfordshire – Village hall and community buildings support officer

A motion to adopt the officers score and recommended award amount was proposed and seconded for approval and put to the vote.

 

RESOLVED: To award 19.91% of the total cost (the full amount requested) capped to £1,792 from the Capital Grants scheme fund.

 

 

CAPITAL GRANTS SCHEME

 

East Hanney Parish Council – Install new, accessible swing in the play area

RESOLVED: To award 50% of the total cost (the full amount requested) capped to £3,624 from the Capital Grants scheme fund.

 

 

Blewbury Brass Band – Purchase of eight instruments

A motion to adopt the officers score and recommended award amount was proposed and seconded for approval and put to the vote.

 

RESOLVED: To award 37.48% of the total cost (75% of the amount requested) to a maximum of £966 from the Capital Grants scheme fund.
